WebEx on tracking nutrition-specific investments features an example from Ethiopia

On 27 January 2017, the SUN Movement Secretariat, SPRING, Results for Development and MQSUN held a webinar as part of a technical consultation series on nutrition financial analysis. The webinar focused on “Investing in Nutrition-Specific Interventions” and participants included representatives from donor institutions, international civil society organisations, United Nations agencies.

Progress had been made on the definition of DAC purpose code for basic nutrition and a discussion took place to better understand how the process of tracking investments could be institutionalized in a way that sustains government ownership.

Ethiopia's experience

Dr. Ferew Lema of the Ethiopia Ministry of Health, who is also the SUN Government Focal Point, shared an example from the Federal Ministry of Health whereby tools from the World Health Organization and REACH were used to estimate on- and off-budget funding from 2013-2015. His team then linked up with Results for Development to develop a different approach for the launch of the National Nutrition Plan (2016-2020). The new approach is based on the System of Health Accounts (SHA) with the addition of a sub-component looked specifically at nutrition activities across multiple sources (donor, NGO’s and government ministries). Further work is being done on the approach which will be reported to the group when available.
