Country priorities 2022

  • Organizing the round table to finance the Multisectoral Nutrition Action Plan (PAMN) 2021–2025.
  • Strengthening the multisectoral approach to nutrition at both the devolved and decentralized levels, through communal, local and regional steering committees for the coordination and monitoring of development actions.
  • Mobilizing financial resources for nutrition through innovative mechanisms such as the Global Financing Facility (GFF) and UNITLIFE by 2025.

Progress towards SUN 3.0 Strategic Objectives (SO)

SO.1

The policy framework recognizes the importance of a multisectoral approach to nutrition involving all stakeholders, through the Food Security Commission, Global Alliance for Resilience Initiative (AGIR), Nutrition Technical Group and National Food and Nutrition Security Policy 2020–2024, among others. The PAMN 2021–2025 has been budgeted and its targets are on track to being achieved by 2025. A communication and advocacy strategy is under development. Mali is committed to mainstreaming nutrition into development policies and strategic plans, such as the Strategic Framework for Economic Recovery and Sustainable Development (CREDD) 2019–2023, as well as social, cultural and economic development plans by 2025.

SO.2

In 2021, the budget analysis report covering more than 1,800 nutrition-sensitive and -specific budget lines facilitated advocacy that led to an increase in the share of the domestic budget, with an annual budget line of FCFA 600 million allocated to the purchase of ready-to-use therapeutic foods (RUTF) from 2020. Mali is also committed to covering 15 per cent of funding for the PAMN 2021– 2025 and to mobilizing financial resources for nutrition through innovative mechanisms such as the GFF portfolio and the UNITLIFE initiative by 2025. These commitments will be confirmed through the organization of a round table.

SO.3

Mali continued to receive technical assistance and guidance from the SUN Movement in 2021, in particular to finalize the road map for digitalizing the multisectoral approach to nutrition, using the SUN Planning and Monitoring Tool for the District Health Information System (DHIS2). The implementation of this road map could help strengthen governance by enabling evidence-based decision-making. At the global level, the SUN Movement Secretariat could also support the financing of activities and underline the need to increase the contribution to nutrition in social, cultural and economic development plans.

SO.4

In Mali, all sectoral department agencies contribute to coordinating nutrition through their representatives. However, the institutional anchoring of the mechanism for the multisectoral coordination of nutrition is proving very difficult. The Intersectoral Technical Committee for Nutrition (CTIN) is funded by the Government, with the remaining challenge being to operationalize platforms at the devolved and decentralized levels. There is also a need to develop a monitoring and evaluation, digitalization and accountability mechanism for the PAMN 2021–2025 from the commune level to other levels, and to facilitate sectoral groups to monitor programmatic and financial performance against it.

Mali’s budget analysis report enabled an increase in the share of the domestic budget allocated to nutrition, through the creation of a specific budget line of FCFA 600 million for the purchase of RUTF in 2020 and subsequent years. This investment materialized in 2021.
