Country priorities 2022

Progress towards SUN 3.0 Strategic Objectives (SO)


The Uganda Nutrition Action Plan II (UNAP II) coordination structure derives from the institutional framework for the coordination of government policies and programmes as described in the National Coordination Policy (2015). The Government contributes a large portion of funding for nutrition-specific and -sensitive actions through existing budgets. The National Nutrition Policy is in its final stages of completion and its regulatory impact assessment has been validated. Some nutrition-relevant policies and planning frameworks exist but relevant nutrition provisions need to be popularized and put into action.


It is expected that the country is on track to meet its set targets for 2025 in the UNAP II. The plan’s nutrition indicators and the 2020/2021 cycle of the panel survey results will enable a determination of whether there has been progress. The UNAP II was approved alongside a nutrition dashboard with indicators from the Monitoring and Evaluation Framework. These indicators were developed at the global, strategy and output levels. Output-level indicators allow progress monitoring quarterly and through MDA-based management information systems.


Training packages for cascading the Nutrition Advocacy and Communication Strategy of the UNAP II have been developed and various capacity-building activities at the subnational level are ongoing.


Increased governance and coordination enabled strong food systems dialogues preparation ahead of the September 2021 United Nations Food Systems Summit. Nutrition Policy Coordination Committees chaired by the Prime Minister were held in support of Food Systems Summit participation in the national dialogue. The President attended the event. Five Action Track Working Groups were supported through leadership at the Office of the Prime Minister. Most nutrition governance interventions are currently funded through projects and non-State actors’ budgets.

Accountability for joint planning, reviews and multisectoral meetings is through the annual Nutrition Forum, the high-level platform of the Office of the Prime Minister and Uganda Nutrition Action Plan implementing MDA ministers, implementing partner agency heads and local development partners.
