From 11 to 20 July 2016, the High-level Political Forum on Sustainable Development (HLPF) was held at UN Headquarters to assess progress on the Sustainable Development Goals. This year’s theme was “Ensuring that no one is left behind”. HLPF in 2016 was the first since the adoption of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals.

The event included voluntary reviews of 22 countries of progress on the Sustainable Development Goals, a range of side events, a Partnership Exchange event, and SDGs Learning, Training and Practice sessions.

During the closing session, UN Members States adopted a Ministerial Declaration that commits, among other things, to focusing development efforts on empowering and protecting the most vulnerable parts of the population, such as youth, indigenous peoples, refugees, migrants, and peoples living in areas affected by complex humanitarian emergencies. The declaration emphasises commitments toward ensuring that all countries enjoy strong, inclusive, and sustainable economic growth and decent work for all, with corresponding sustainable consumption and production patterns. UN member states will significantly increase investments to close the “gender gap,” and improve infrastructure in order to reduce inequalities within and among countries, amid a range of other pledges.

The latest HLPF session also launched the first-ever Sustainable Development Goals report 2016, including the latest data on urgent challenges such as extreme poverty, environmental degradation, and health. The report is meant to serve as a benchmark throughout the 15-year implementation period of the 2030 Agenda. According to the report, nearly 800 million people continue to live in extreme poverty around the world, 5.9 million children die each year before reaching the age of five, and almost half of the global urban population is exposed to air pollution levels at least 2.5 times the maximum recommended level.

“The SDGs report 2016 provides an accurate evaluation of where the world stands on the 17 Goals, using data currently available to highlight the most significant gaps and challenges,”-  UN Secretary General Ban Ki-moon

Additionally, the annual Global Sustainable Development Report (GSDR) was presented to the HLPF, providing an “assessment of assessments,” for the operationalization of the SDGs from a science-policy perspective. The GSDR responds to the mandate from the Rio+20 Conference to contribute to strengthening the science-policy interface for sustainable development.

Side-event: ‘Leaving no one behind in the fight against malnutrition in all its forms’

On 19 July 2016, the Government of the Republic of Uganda and the Government of the Federal Republic of Germany organised a nutrition side-event, ‘Leaving no one behind in the fight against malnutrition in all its forms’, at the HLPF. The side-event marked the launch of the UN Decade of Action on Nutrition (2016-2025).

Side-event: ‘Strengthening Accountability to Achieve the SDGs’ for every woman, child and adolescent  everywhere

On 19 July 2016, Every Woman Every Child partners organized a side-event, ‘Strengthening Accountability to Achieve the SDGs, at the 2016 HLPF to share experiences that have had an impact in ensuring accountability for action and results in the area of health. Speakers explored how to strengthen accountability as well as the role of cross-sectoral collaboration to achieve the targets of the Global Strategy for Women’s Children’s and Adolescents’ Health in support of the Sustainable Development Goals.

Accountability has been a cornerstone of UN Secretary-General Ban Ki-moon’s Every Woman Every Child movement since its launch in 2010. It is essential to accelerating progress for women’s, children’s and adolescents’ health because it enables the tracking of resources, results and rights, and provides information on what works, what needs improvement and what requires increased attention. Now, the Every Woman Every Child accountability model is being strengthened through the development of the Unified Accountability Framework to support action towards the Global Strategy for Women’s, Children’s and Adolescents’ Health, in the context of the broader SDG follow-up and review processes over the next fifteen years.

Side-event: ‘Leaving No One Behind in Food Security and Nutrition Governance: The inclusive process and policy tools of the Committee on World Food Security’

On 15 July 2016, the Committee on World Food Security (CFS) organised a side-event, ‘Leaving No One Behind in Food Security and Nutrition Governance, to the 2016 HLPF. The side-event was hosted by the Permanent Missions to the United Nations of Bangladesh and Switzerland.

CFS stakeholders, including civil society and the private sector, took a closer look at how the CFS inclusive process works and in particular at how the Voluntary Guidelines for the Responsible Governance of Tenure of Land, Fisheries and Forestry can contribute to achieving the food security and nutrition related goals of the 2030 Agenda. This interactive Side Event was moderated by David Nabarro with a keynote from the CFS Chair, Amira Gornass.
