From the 27th to 29th April 2015, participants from 14 SUN countries met in Abidjan to accelerate efforts in budget analysis for nutrition. This was part of a series of four regional workshops that aim to help policy makers prioritise, plan and make informed decisions on resource allocation for nutrition in national budgets.

Delegations came from Benin, Burkina Faso, Burundi, Cameroon, Chad, Comores, Ivory Coast, Madagascar, Mali, Mauritania, Democratic Republic of the Congo, Senegal, and Togo. Participants included government representatives from planning, health and finance sectors, Members of parliament, and multiple stakeholder groups including the United Nations, Civil Society and Donor organisations.

SUN Countries had the opportunity to present their country contexts and budget analysis and have dialogue with others across the Movement in an effort to build their county investment cases for nutrition. Participants reviewed the allocations that had been identified across key ministries and worked to classify them into nutrition specific and nutrition sensitive categories. The need for strong, well informed advocacy was brought to the forefront with a facilitated panel discussion on day two which aimed to connect the technical with the political ambitions of the exercise.

Powerful quotes captured during the workshop

  • “Budgets allocated to nutrition interventions are generally inadequate and there are no expenditure or allocation estimates to assess the gaps, this shows how relevant this exercise is” – Dr Raymonde Goudou Coffie, Minister of Health and fight against HIV in Ivory Coast
  • “This exercise enabled us to be aware of where nutrition allocations are and which sectors contribute to it so that we now know at which level, actions need to be taken to inform better plans” – Dr Bouraima Mouawiyatou, Chief of the nutrition department in the Ministry of Health in Togo
  • “We will use the results of this exercise – and the fact that there is almost no budget for nutrition specific actions – to draw the attention of the government to nutrition during the adoption of the next budgetary plan” – Martin Nankap, Civil Society representative in Cameroon
