Biography

Kyoko Shibata Okamura is a Senior Nutrition Specialist at the World Bank’s Health, Nutrition and Population global team with over 20 years of experience in the areas of health policy research, large-scale multi-sectoral nutrition program management, and nutrition policy and governance.

Since Kyoko joined the World Bank in 2018, she been actively co-leading policy and technical dialogue as well as producing analytical and advisory work in areas such as financing and accountability nutrition-responsive public financial management, nutrition, obesity prevention strategies including diet-related taxation, nutrition service delivery in the context of Universal Health Coverage and muti-sectoral leveraging of agriculture, social protection and education platforms.  

She has co-authored/contributed to, among others, the 2024 Update to the Investment Framework for Nutrition (forthcoming); Driving Nutrition Action Through the Budget: A Guide to Nutrition-Responsive Budgeting (2023); Innovative Financing for Nutrition (2022); Positioning Nutrition within Universal Health Coverage:  Optimizing Health Financing Levers for Nutrition (2021); and Obesity: Health and Economic Consequences of Impending Global Challenge (2020). She serves as a member/advisor in several global fora, such as the Global Nutrition Report Stakeholder Group, the Nutrition for Growth Initiative Country Outreach Group, and the Global Alliance for Food Security.  In addition to her global work, she has been actively providing technical support for nutrition operations in countries while she also has extensive operational experiences in South Asia and Africa prior to joining the Bank.

She holds a graduate degree in human nutrition from the Johns Hopkins Bloomberg School of Public Health.
