Côte d’Ivoire has a National Nutrition Policy, a budgeted National Multisectoral Nutrition Plan (PNMN) 2016–2020 (the revised version of which is currently being finalized), a budgeted National Multisectoral Breastfeeding Plan and multisectoral projects for nutrition, food and early childhood development, which have associated communication plans. Advocacy is carried out on a case-by-case basis. Mainstreaming nutrition into the new National Development Plan will facilitate advocacy to increase funding for nutrition. Progress made in 2021 includes advocacy for nutrition to be the African Union’s theme for 2022 and the adoption of a decree on the marketing of breast-milk substitutes.

National workshops were held to draft commitments made at the Nutrition for Growth Summit in 2021. Nutrition expenditure was tracked for 2018–2020 but there were problems with tracking nutrition-sensitive and international donor expenditure. Nutrition actors and actions are being mapped. The World Bank’s Strategic Purchasing and Alignment of Resources & Knowledge in Health Project has provided technical and financial support, with the African Development Bank providing funding for the National Breastfeeding Plan, the World Bank a loan for nutrition, food and early childhood development projects, and the European Union funding for the National Multisectoral Nutrition Information Platform (PNMIN). Advocacy towards the Government and private sector was carried out to increase national resource mobilization for nutrition.

Local nutrition interventions (vitamin A supplements and deworming) were scaled up in 11 new regions to complete the Nutrition and Early Childhood Development Intervention Projects (PINUT-DPE), covering 75 per cent of the country. Funding has been secured for these interventions. The National Council for Nutrition, Food and Early Childhood Development (CONNAPE) has prepared a capacity-building plan for actors to cascade sectoral ownership of the convergence communities’ strategy. Côte d’Ivoire received training in Dakar from the West African SUN Civil Society Network on preparing strategic documents and training civil society in human capital. The country has contributed to the SUN Movement Joint Annual Assessment.

CONNAPE and all its bodies (Decision-making Committee, Technical Committee, SUN focal point, Executive Secretariat, regional committees) are operational thanks to State funding. The following have also been established: thematic committees on food fortification, the National Committee for the Promotion, Protection and Support of Breastfeeding and Early Childhood Development (CNAPE) and the PNMIN. Monitoring data for the PNMN have been reviewed as part of PNMIN activities and 14 regional committees (40 per cent) are operational.

A discussion will be held on creating a youth nutrition network so that young people are better represented in decision-making bodies. In 2021, various youth networks were selected with capacity-building carried out, a coalition of youth organizations established and youth policy documents validated.
