Country priorities 2022

  • Establishing prefectural committees and the civil society, scientific and private sector networks. These local branches will form the foundation of the MSP and are needed to implement activities at the subnational level.
  • Finalizing the Multisectoral Strategic Plan for Food Security and Nutrition (PSMSAN), along with its budget.
  • Convening the National Multisectoral Food Security and Nutrition Committee (CNMSAN) so that it can take ownership of the strategic plan and mobilize resources.

Progress towards SUN 3.0 Strategic Objectives (SO)

SO.1

The national SUN focal point is based in the Prime Minister’s Office, but the CNMSAN has no headquarters or technical committee. The activities planned under the CNMSAN’s 2021–2022 road map are 54 per cent funded by the Government, which has approved the budget. This has enabled the first branches of the CNMSAN (the prefectural committees) to be established. Stakeholders have been mobilized, which is strengthening the national platform, but the scientific, civil society, donor, private sector and United Nations networks still need to be established.

SO.2

The national performance framework is currently being drawn up. It will be integrated into the PSMSAN and will be available in the first half of 2022. All partners are stakeholders in producing this.

SO.3

The sectoral focal points received capacity-building in multisectoral and multi-stakeholder coordination during an experience-sharing and study visit to Senegal. The sectoral focal points require further capacity-building to take ownership of budget analysis, which was last delivered by an international consultant in 2018. This will enable them to participate more fully in budget meetings, prior to voting on the Finance Act. It will be important to receive technical assistance for designing advocacy tools and identifying sources of external funding for the delivery of locally developed solutions.

SO.4

The establishment of a prefectural committee to coincide with World Food Day was possible thanks to strong governance and local coordination. There are plans to develop the CNMSAN into a national council.

The road map was signed by the Prime Minister, the country’s Head of Government. This demonstrates a strong commitment to advance the cause of nutrition and food security in the Central African Republic.
